Manchester City Spending Puts Fresh Spotlight on Premier League’s Long-Running Financial Investigation

Three British prime ministers have come and gone since Manchester City were charged with alleged breaches of the Premier League’s financial rules. Yet the investigation is still unresolved — while City’s spending continues at a scale that raises fresh questions about the process.

For Richard Masters, the situation makes for uncomfortable viewing.

The Premier League chief has overseen an investigation that has reportedly involved millions of pounds in legal costs as the league seeks to hold City accountable over the charges brought against them.

Yet while the football world continues to wait for a verdict, City have continued to operate in the transfer market with enormous financial power.

They reportedly spent close to another £200million on new players during the final hours of this summer’s transfer window.

Years of waiting for an outcome

The sheer length of the investigation has become one of the most striking aspects of the entire saga.

Manchester City were charged over alleged breaches of Premier League spending regulations, but no final outcome has yet been announced. The process has taken so long that the UK has gone through three different prime ministers during the period.

The unresolved case has consequently become a source of growing frustration, particularly as clubs across the Premier League continue to spend huge sums while the investigation remains outstanding.

City, meanwhile, broke their own transfer record twice during the same summer.

That naturally raises a difficult question about the potential consequences they believe they face. If relegation to a lower division were genuinely considered a realistic possibility, it is difficult to imagine City committing such enormous sums to players such as Enzo Fernandez and Elliot Anderson.

Fernandez reportedly cost £125million, while Anderson arrived for £116million plus add-ons.

A transfer market spiralling out of control

City are far from being the only club contributing to the extraordinary level of spending.

Liverpool broke their transfer record twice last summer, while Tottenham have spent more than £300million this summer despite still waiting for their first league victory.

Everton were reportedly prepared to pay a £10million loan fee for Joshua Zirkzee, whose time at Manchester United had produced little in the way of threat or impact.

Meanwhile, Aston Villa’s situation has been equally remarkable. After winning the Europa League and securing Champions League qualification, the club sold several of its leading players before bringing in Alejandro Garnacho, a player whose spells at Manchester United and Chelsea had been underwhelming.

The decisions being made by clubs operating at the highest level have prompted growing disbelief, particularly given the enormous salaries paid to executives responsible for making those calls.

£3.3bn spent in one summer

The scale of the Premier League’s transfer market goes well beyond Manchester City.

Top-flight clubs have collectively spent more than £3.3billion this summer, smashing the league’s previous summer spending record. More than half of the clubs also broke their individual transfer records.

Even more strikingly, four of the five most expensive transfers in Premier League history have taken place during a window that has seen spending reach unprecedented levels.

That creates an uncomfortable situation for a competition still waiting for the conclusion of one of its most significant financial investigations.

The concern is not simply about Manchester City. The entire Premier League has helped create a transfer market in which increasingly enormous sums are being committed to players, often for fees that would have been unthinkable only a few years ago.

With more than £3.3billion changing hands in a single summer, the question hanging over English football is how long such spending can continue before the financial pressure eventually catches up with the game.
